A lot of Skype users worldwide reported their Skype crashed and could not get Skype back up.

The problem affected thousands of users worldwide, but according to updates from Twitter, Skype claims that the problem only affected a “small number” of its more than 660 million users. Defining a small number in relation to a number like 660 million is hard to specify how small really, 200 million is still a small number when compared to 660 million you know, it does not take an online accounting degree to realize that. So Tech4idiots searched around the net to find a fix to this problem, and here is one that worked so far:
PS. The Skype folder is hidden – make sure to check Show hidden files to be able to access it.
For Windows 7 users
Step 1: Make sure that Skype is already closed. Press Ctrl+Alt+Del and go to task manager then on the processes tab make sure that Skype is not present, and if so, just right click on it then click “End Process”.
Step 2: Copy this and place it on your address bar and change the “*****” with your username.
C:Users*****AppDataRoamingSkype
Step 3: Locate the file with the name “shared” it is an XML file (it is easy to locate since its icon is different from the other files)
Step 4: Delete the file! (“shared.xml”)
Congrats! You can now use Skype!

If the problem still exist, try the method below from the Skype Blog
Windows
1. If the Skype icon is displayed in the system tray at the bottom right of the screen, right-click it and select Quit.
2. Click Start, type “run” and press Enter. (On Windows XP: Click Start and then Run.)
3. Type “%appdata%skype” and click OK.
4. Locate and delete the file shared.xml. The file may be displayed as shared if file extensions are not displayed by default on your computer.
5. If you cannot find this file:
* Click Start, type “run” and press Enter. (On Windows XP: Click Start and then Run.)
* Type “control folders” and click OK.
* In the View tab, ensure that Show hidden files and folders is enabled.
* Repeat the instructions from the beginning.
6. Restart Skype.Mac
1. Open Finder and locate the following folder:
~/Library/Application Support/Skype
2. Delete the file shared.xml.
3. Restart Skype.The ~ sign means your home folder. You can find your home folder by opening Finder and selecting Go > Home from the menu bar or pressing Command (Apple), Shift and H keys at the same time.
Linux1. Go to the following folder:
/home/YourLinuxUserName/.Skype
2. Delete the file shared.xml.
3. Restart Skype.

After deleting the file I uninstalled then Re-installed Skype and it worked for me!
